The Working Waterfront Knowledge Town
At Clark’s Cove, researchers from UMass Dartmouth’s School for Marine Science and Technology study fisheries, climate change, coastal resilience and offshore energy.
A short distance away, students at Bristol Community College’s National Offshore Wind Institute train in sea survival, technical operations and emergency response.
Across the harbor, fishing vessels unload one of America’s most valuable catches. Offshore wind components are assembled at a terminal specifically engineered for heavy marine construction. Underwater robotics companies are beginning to test technologies that scarcely existed when the terminal was conceived.
Downtown, the Whaling Museum preserves the record of an earlier ocean economy. The restored Zeiterion has reopened. Trains once again carry passengers between New Bedford and Boston.
Very few American places contain this combination of ocean research, industrial infrastructure, workforce education, culture and working maritime knowledge.
New Bedford does not need to invent a new economic identity.
It needs to connect the identities it already has.
Two oceans occupy the same harbor
In March 2026, NOAA reported that New Bedford remained America’s highest-value commercial fishing port for the twenty-third consecutive year, driven principally by sea scallops. This is not a picturesque remnant of an earlier economy. It is a productive industrial system.
A second ocean economy is now being assembled beside it.
The New Bedford Marine Commerce Terminal was the first North American facility built specifically to support offshore wind construction. The relationship between these industries is understandably difficult. Fishing communities worry about navigation, marine ecosystems, access to fishing grounds and the cumulative effect of offshore development. Wind developers need ports, workers, vessels, data and public legitimacy.
New Bedford’s advantage is not that this conflict will disappear.
Its advantage is that the institutions capable of understanding the conflict are already here.
A university inside the problem
UMass Dartmouth’s main campus sits inland, but SMAST places the university directly on New Bedford’s working waterfront.
Its faculty and students work on sustainable fisheries, ocean observation, marine technology, offshore energy and coastal resilience. In 2025, SMAST and the New Bedford Port Authority received MassCEC funding to examine how fishing vessels and their towed gear operate in wind-energy areas. The purpose is practical: generate evidence that can inform offshore development while allowing fishing communities to continue operating. SMAST and Port Authority partnership
This is precisely the role a Knowledge Town university should play.
It does not stand outside the regional economy and comment upon it. It enters the hardest local problem, convenes groups with different interests and produces knowledge they can use.
The university is also beginning to connect students with a wider ocean-technology community. During summer 2026, UMass Dartmouth students undertook paid projects with Fleet Robotics, Sedna Robotics, NautIQ, New Bedford Research and Robotics and several environmental organizations. These projects reveal the beginnings of a talent system. The next task is to make it large, visible and permanent.
The essential role of Bristol
UMass Dartmouth can produce research, engineers and new technology. It cannot by itself create an inclusive regional workforce.
That makes Bristol Community College indispensable.
Bristol operates a downtown New Bedford campus with programs in health sciences, business, computing, human services and other fields. Its National Offshore Wind Institute occupies a dedicated waterfront facility and provides internationally recognized training for offshore wind, maritime work and emergency response. Under President Sedgwick Harris and workforce vice president Jillian Bumpus, Bristol can become the bridge between regional residents and the opportunities forming around the harbor. Its role should extend beyond delivering individual training courses.
Bristol could help employers define shared skills requirements, create stackable credentials, connect high-school students to maritime careers and help experienced workers move between fishing, marine construction, energy, healthcare and advanced manufacturing.
The Knowledge Town needs both institutions.
UMass Dartmouth expands the frontier of what the region knows.
Bristol expands who can participate.
Healthcare, culture and place
A durable Knowledge Town cannot depend on one emerging industry.
Southcoast Health provides a second major employment and knowledge anchor. Its system includes St. Luke’s Hospital in New Bedford, a Level II Trauma Center, and a regional network of more than 900 physicians and advanced practitioners. Southcoast Health St. Luke’s Hospital
Healthcare creates opportunities for nursing, allied-health education, medical technology, public health and workforce partnerships. It also provides the stable employment base necessary to support housing and neighborhood development through the uncertainty of industrial cycles.
New Bedford’s cultural institutions add another form of knowledge.
The Whaling National Historical Park interprets maritime enterprise alongside immigration, abolition, women’s history, architecture and environmental change. These institutions should not be treated as amenities appended to an economic-development strategy. They explain how an earlier global energy economy shaped labor, capital, migration, inequality and the environment.
That history is directly relevant to the choices New Bedford faces today.
The connection has returned
South Coast Rail began passenger service on March 24, 2025, restoring a direct rail connection between New Bedford and Boston. Commonwealth of Massachusetts
The Southeastern Regional Transit Authority also connects New Bedford, Dartmouth, UMass Dartmouth and Fall River. Route 9 currently serves the university at its flagpole stop. SRTA
The transportation pieces exist, but they do not yet operate as a Knowledge Town mobility system.
SMAST, downtown Bristol, NOWI, the working port, St. Luke’s, the rail station and UMass Dartmouth remain separated by institutional boundaries and uneven local connections.
A train to Boston can connect New Bedford to opportunity. It can also make it easier for talented people to leave.
The difference will depend on what New Bedford builds around the connection.
The unresolved tension
The region contains many elements of a Knowledge Town, but they are organized as sectors.
The university conducts research. Bristol delivers training. The port manages marine infrastructure. The fishing industry lands and processes seafood. Wind developers construct projects. Southcoast delivers care. Museums and theaters sustain culture. New Bedford and Dartmouth make separate housing and land-use decisions.
No institution is responsible for the transition from student to worker, worker to entrepreneur, research to procurement, or training to a long-term life in the region.
The New Bedford Ocean Cluster is already building networks among maritime businesses, scientists and technology entrepreneurs. The Port Authority has also pursued a strategic plan for the development and commercialization of ocean technologies. New Bedford Ocean Cluster Ocean-technology strategy
These are important beginnings.
My inference is that the region’s missing asset is no longer another organization, facility or branding campaign. It is a shared delivery mechanism connecting the work already underway.
Create the Blue Economy Exchange
New Bedford and Dartmouth should establish a Blue Economy Exchange.
This should initially be an operating compact rather than another building. Natural conveners include Mayor Jon Mitchell, UMass Dartmouth Chancellor Mark Fuller, Bristol President Sedgwick Harris, Port Authority Executive Director Gordon Carr, Southcoast Health CEO David McCready and Whaling Museum President Amanda McMullen.
Fishing businesses, marine labor, offshore-energy companies, students and neighborhood representatives must participate from the beginning.
The Exchange should deliver five outcomes.
1. Turn the harbor into a shared laboratory
Universities, fishermen, marine companies and public agencies should define a portfolio of applied problems that students and researchers can help solve.
Priorities could include:
Fishing gear designed for offshore wind areas
Autonomous vessel and underwater robotics applications
Ocean monitoring and marine data
Seafood processing, cold chains and waste reduction
Port electrification and industrial energy
Coastal resilience and water quality
Each project should have an industry user, a paid student team and a pathway to deployment.
2. Guarantee paid pathways
Every UMass Dartmouth and Bristol student in a relevant program should be able to see a route from education to paid local work.
The existing ocean-technology internships provide a starting point. The next step is a shared marketplace for internships, apprenticeships, research projects and first jobs across fishing, offshore energy, healthcare, robotics, logistics and public service.
New Bedford High School and regional vocational schools should become entry points into the same system.
3. Build the venture and procurement platform
The region should help researchers and workers form companies around problems originating in the harbor.
A small venture studio could pair UMass Dartmouth science and engineering with Bristol’s technical capabilities, experienced maritime operators and customers prepared to test new products.
Local procurement matters as much as venture capital. The port, hospital, public agencies and large maritime businesses can become early customers for promising technologies and services.
4. Connect the Knowledge Town physically
A frequent electric mobility spine should connect:
South Coast Rail
Downtown and the historic district
Bristol’s New Bedford campus
St. Luke’s Hospital
The working port and ferry terminal
SMAST
NOWI
UMass Dartmouth
Protected cycling and safe walking connections should complement the service.
This would turn separate destinations into one legible place.
5. Build the housing ladder
Students, trainees, hospital workers, maritime employees and entrepreneurs need attainable places to live.

The Knowledge Town move is to combine these municipal efforts into a place-based housing pipeline around downtown, the rail station, institutional sites and connected corridors.
The objective should be more than unit production. It should be a ladder from student housing to workforce rentals, family homes and eventual ownership.
Make the tension productive
New Bedford will not become a Knowledge Town by replacing fishing with offshore wind or by adding a few technology companies to the waterfront.
Its opportunity is more original.
It can become the place where fishermen, scientists, technicians, engineers, healthcare workers, historians and entrepreneurs learn from one another because they share the same harbor and the same future.
The conflict between fishing and offshore energy is not an inconvenience at the edge of the strategy.
It is the reason this strategy matters.
New Bedford once helped illuminate the world through an extractive ocean economy. It now has the institutions to build a more intelligent relationship with the sea.
The next move is to connect them.
