The latest reinvention of the American University
American Universities Are Not Simply Declining. They Are Being Forced to Reinvent Themselves.
The Hechinger Report has assembled a powerful case that American higher education is losing ground. International enrollment is falling. Research funding has become less predictable. China is producing more STEM doctorates and scientific papers. Faculty are considering opportunities abroad. Public confidence has collapsed.
These are not imaginary problems. But “decline” is not quite the right story.
What we are witnessing is the breakdown of one model of the American university and the possible emergence of another.
The postwar university was built for a particular era. Washington funded fundamental research. International talent came to the United States. Families accepted steadily increasing tuition. Students moved to campus for four years. Employers treated the degree as a reliable proxy for ability. Universities accumulated land, buildings, endowments and prestige while remaining largely insulated from the economic condition of their surrounding communities.
That model was extraordinarily successful. It is also reaching its limits.
The mistake is to equate the weakening of that institutional settlement with the inevitable decline of American higher education itself.
Rankings are relative, not absolute
The movement of Chinese and other Asian universities up global rankings partly reflects a genuine and welcome expansion of scientific capacity. The United States does not become less capable simply because other countries become more capable.
China’s scale in doctoral production and published papers matters. But volume is not the same as impact, invention or the ability to turn knowledge into companies and industries. Even the Hechinger article acknowledges that American research continues to be cited more frequently, an important measure of influence and quality. Seven American institutions remain among the top ten in the Times Higher Education rankings. The United States also retains something no ranking adequately captures: the world’s densest combination of universities, venture capital, entrepreneurial culture, research hospitals, technology companies, philanthropy and relatively fluid labor markets.
The American advantage has never rested on universities alone. It comes from the ecosystem around them.
That ecosystem produced Silicon Valley, Kendall Square, the Research Triangle, Pittsburgh’s robotics cluster, Boston’s life-sciences economy and dozens of less celebrated regional innovation centers. Other countries can build excellent universities. It is harder to reproduce the open, decentralized and frequently chaotic system that turns university knowledge into new firms, products and industries.
The danger is real, but the underlying American capability has not disappeared.
Institutional contraction may conceal system-level expansion
There will almost certainly be fewer conventional colleges. Some institutions will close, merge or shrink. Some departments and degrees will disappear. This will be painful, particularly for communities whose colleges are major employers and civic anchors.
But the number of institutions is not the right measure of the future system.
Higher education is already escaping the boundaries of the traditional college. Learning is moving into workplaces, hospitals, innovation districts, online networks, venture studios, laboratories and communities. Students increasingly combine degrees, certificates, employment, apprenticeships and AI-supported learning. Adults will move in and out of education throughout much longer working lives.
OpenAI’s NextGenAI consortium, for example, brought together 15 research institutions to accelerate scientific discovery, strengthen connections between universities and industry and explore AI-powered universities. OpenAI’s broader education initiatives are explicitly focused on helping universities and governments use AI to modernize learning and prepare workforces for rapidly changing skill requirements. These are early signals of a much larger restructuring, not evidence that education is becoming irrelevant. (NextGenAI, Education for Countries)
The university may become less dominant as a self-contained institution while becoming more important as part of a distributed learning and innovation system.
AI could expand the university rather than destroy it
Artificial intelligence weakens several elements of the current business model. It challenges lectures, conventional assessment, standardized curricula and the assumption that knowledge must be delivered by a scarce expert in a classroom.
But AI also increases the value of judgment, experimentation, mentorship, trusted communities, advanced laboratories and real-world experience.
A university that primarily sells information will struggle. A university that helps people use abundant intelligence to solve consequential problems could become much more valuable.
The new university can provide every learner with an AI tutor while surrounding that learner with human mentors, teams, employers, researchers and communities. It can shift from measuring time spent in class to demonstrating what a student can understand, build and accomplish. It can offer lifelong access rather than a four-year transaction.
The relevant divide will not be between online and in-person education. It will be between passive education and active participation.
Universities possess a hidden balance sheet
The decline narrative also overlooks the physical and institutional assets universities already control.
American colleges sit on enormous collections of land, buildings, laboratories, housing, data, networks, purchasing power and community relationships. Many are among the largest employers and landowners in their regions. Yet these assets are often managed as support functions for the academic enterprise rather than as economic infrastructure.
That can change.
Campuses can accommodate housing for students, faculty, young families and older residents. Underused buildings can become laboratories, venture studios, clinics, schools and places for companies to work alongside researchers. University energy, computing and network infrastructure can support regional AI capacity. Campus edges can become mixed-use neighborhoods rather than parking lots and institutional borders.
This is the Knowledge Town opportunity.
The university of the next era should not end at the campus gate. It should become permeable, allowing people, companies, capital, ideas and experiences to move more easily between the institution and the surrounding place.
A university should not merely reside in a region. It should help the region learn, build, adapt and prosper.
Public mistrust is a demand for change
When 70 percent of Americans say higher education is moving in the wrong direction, universities should not dismiss the result as ignorance or political hostility. Families are responding to high prices, uncertain outcomes, institutional complexity and a growing gap between what universities promise and what many students experience.
But mistrust does not mean Americans have stopped valuing learning, opportunity or discovery. It means they no longer automatically accept the institution’s existing terms.
That distinction matters.
The answer is not simply to restore the postwar compact and ask the public to fund the same system more generously. Research investment remains essential, and abrupt cuts can do lasting damage. But additional funding without institutional reinvention will not restore legitimacy.
Universities must become more affordable, more transparent and more accountable for outcomes. They must create multiple pathways into and through education. They must support students who work, raise children or return in midcareer. They must reconnect research with national capability and local prosperity. And they must show their communities that the value created inside the institution does not remain trapped there.
America’s advantage is its capacity for reinvention
The United States should take the warning signs seriously. It should compete aggressively for international talent, protect scientific freedom and sustain investment in fundamental research. Losing researchers through avoidable political hostility or administrative uncertainty is an act of national self-harm.
But the future will not be secured by defending every feature of the current university.
American higher education became globally preeminent because it adapted to a new national need after World War II. It combined federal research investment, mass access, international talent and regional economic growth into a model the rest of the world struggled to match.
The country now needs another reinvention of comparable ambition.
The next system will be more permeable, more distributed, more connected to work and more deeply integrated into place. It will include universities, but also employers, cities, health systems, community colleges, technology platforms and new forms of learning institution. Its success will be measured not only by rankings and publications, but by discoveries translated, companies created, capabilities built, lives improved and communities strengthened.
The real choice is not between continued global preeminence and inevitable decline.
It is between defending an institutional model whose economics and social contract are breaking down, or building the next American learning and innovation system.
Decline is possible. Reinvention is possible too.
And reinvention, far more than institutional continuity, is the enduring American advantage.
